NDIS Plan Management Changes: Dates Affecting Your Supports

Major Overhaul Ahead: NDIS Plan Management to See Big Changes by 2028

The National Disability Insurance Agency (NDIA) is preparing for a significant shake-up in how NDIS plans are managed. From October 1, 2027, the NDIA will launch a new, select panel of approved plan managers. If you’re an NDIS participant who uses a plan manager, you’ll need to choose one from this panel.

This major shift means the NDIA is redesigning how these vital services are delivered and funded. For plan management businesses, it’s a critical moment: those who don’t secure a spot on the panel will no longer be able to provide services to NDIS participants once the full transition period wraps up in April 2028.

What is NDIS Plan Management?

For those new to the NDIS or still learning the ropes, a plan manager is an independent business that helps participants manage their NDIS funding. They handle the financial side of your plan, paying providers on your behalf and keeping track of your budget, without you needing to deal directly with the NDIA for payments.

This service offers flexibility, allowing participants to choose both NDIS-registered and non-registered providers, while reducing the administrative burden of managing invoices and spending.

Key Dates to Mark in Your Calendar

The NDIA has outlined a clear timeline for these upcoming changes, stretching over the next two years:

Timeline for the New Plan Management Panel

  • From October 2026: Preparing for Change
The NDIA will begin sharing detailed information about these upcoming changes. This is when participants, families, carers, and plan management businesses should look out for explanations on how these new arrangements might affect them, including what they need to do to prepare.
  • From April 2027: Applications Open for Plan Managers
An official “approach to market” document will be released on the NDIS Engage website. This document is essentially the application guide for plan managers wanting to join the new panel, outlining the specific requirements and selection criteria.
  • From June 2027: Application Window Closes
The application period for plan managers to join the panel will close. Following this, the NDIA will assess all submissions and inform businesses whether they have been approved to join the panel.
  • From October 2027: New Panel Launches, Transition Begins
The approved NDIS plan management panel officially launches. A crucial six-month transition period will then begin. During this time, if your current plan manager isn’t on the new panel, the NDIA has committed to supporting you to find and move to an approved provider.
  • From April 2028: Transition Ends, New System Fully Active
The transition period concludes. From this date onwards, all NDIS participants who choose to have their plan managed must use a plan manager from the newly established panel. Plan managers not on the panel will no longer be able to deliver these services.

Why is the NDIA Making These Changes?

The NDIA states that these changes aim to simplify the process for participants when paying providers and managing their NDIS funds. By creating a curated panel, the Agency believes it can offer a more consistent and reliable service experience.

Another key driver is strengthening the integrity of the Scheme. The NDIA intends for these reforms to enhance its ability to identify and address concerns around fraud and participant safety. This includes ensuring that NDIS funds are only used for genuine services delivered to participants, protecting both the Scheme and those who rely on it.

The Core Role of Plan Management Remains

Despite these significant structural changes, the fundamental role of plan managers remains critical. Those plan managers approved to join the new panel will continue to provide essential support to participants, helping them navigate their NDIS budgets, manage invoices, and make payments to providers.

The goal isn’t to diminish the importance of plan management, but rather to ensure that all services delivered under the NDIS meet a consistent standard of quality and accountability.

What This Means for You: Next Steps

For NDIS Participants and Families

While the full impact of these changes is still some time away, it’s a good idea to stay informed. From October 2026, keep an eye on official NDIA communications for detailed explanations about how these reforms will affect your choices and processes.

If you currently use a plan manager, you might want to start discussing these upcoming changes with them. Rest assured, the NDIA has stated it will support participants through the transition period if their current plan manager is not on the new panel, helping them connect with an approved provider.

For Plan Management Businesses and Other Providers

For existing plan management businesses, these changes are paramount. Begin preparing for the “approach to market” process, which opens in April 2027. Understand the new requirements and selection criteria to ensure your business is ready to apply for a place on the panel.

For all other disability service providers, while not directly managing NDIS plans, understanding this new system will be crucial. It will affect how you interact with plan-managed participants and process payments. Staying informed will help you continue to provide seamless service to your NDIS clients.

This is a significant evolution for the NDIS, aimed at creating a more reliable and secure system for everyone. We’ll continue to bring you updates as more information becomes available.
