New NDIS laws reshape funding periods and eligibility
Major NDIS Changes Are Here: What Participants and Providers Need to Know
What’s Happening with the NDIS?
Significant changes to the National Disability Insurance Scheme (NDIS) are set to begin rolling out in the coming weeks. These new laws will reshape how participants access the scheme, how their plans are funded, and what supports they can receive.
Federal Parliament passed the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill on August 19. It then received Royal Assent the next day, which is the final step for a bill to officially become law.
The Federal Government states these reforms are necessary to ensure the NDIS remains sustainable for the long term. They also aim to improve the quality of services and supports, and address concerns about fraud and exploitation within the scheme.
How Will These Changes Affect You?
For NDIS participants and their families, these reforms will mean new processes. You can expect changes to how eligibility is assessed, tighter rules around some categories of funding, and significant adjustments to the overall planning system.
These changes are designed to refine the NDIS, influencing how your individual plan is created and which supports can be funded. It’s important to understand these shifts as they come into effect.
Key Funding Changes Starting October 1
The first major funding adjustments are scheduled to begin from October 1 this year. This initial wave of changes will focus on supports for social, civic, and community participation.
As NDIS plans are reassessed or renewed, the budgets for these supports will progressively be reset. The Government intends to reduce allocations in this specific category by 50 per cent.
These types of supports help participants get out and about, engage with groups, and connect with their local community. The Government explains this adjustment aims to bring spending closer to 2023 levels and encourage more use of genuine, inclusive community-based activities.
Introducing the Inclusive Communities Fund
To support this shift towards community engagement, a new $200 million Inclusive Communities Fund will be established. This fund is designed to help community organisations develop and offer more accessible activities and opportunities for people with disability.
This initiative aims to create a richer environment for social connection outside of individual NDIS plans, fostering broader community participation.
When Will These Changes Take Effect for Your Plan?
It’s crucial to understand that participants will not immediately see their existing funding change on October 1. Your current plan will remain as it is until its scheduled review date.
The adjustments will instead be applied progressively when individual NDIS plans are reassessed or renewed. Importantly, any funding changes will not be backdated, meaning they only apply from the date your new plan comes into effect.
Protecting Those with High Support Needs
The new legislation includes important protections for participants with very high support needs. This ensures that individuals who require continuous 24-hour disability care will continue to receive the essential supports they need.
These safeguards are in place to ensure that critical care for those most in need remains uninterrupted during the transition to the new framework.
What This Means for You Now
These reforms represent a significant shift for the NDIS community. Staying informed is the best way to navigate these changes.
If you are an NDIS participant or a provider, take the time to understand your current plan and support categories. When your plan review approaches, be ready to discuss your needs and how these new rules might apply. We will continue to provide updates as more details become available.
